BCLTA AGM 2018 Resolution

Reinstate the Sub-vote to Support Public Libraries and the Library Sector

Carried unanimously:

May 12, 2018 Annual General Meeting

Proposed by:

Mike Gagel

Prince George Public Library Board Chair

BCLTA Board Director

A dedicated budget line (sub-vote) for public libraries was removed in the 2011/2012 BC provincial budget. Since that time, funding for public libraries has been allocated from the Transfer to Other Partnersbudget. Without a dedicated budget line for public libraries, Trustees are required to make local budget decisions impacting their communities in an environment of ongoing financial uncertainty. Reinstating a dedicated budget line for public libraries would be a strong signal that the BC Government recognizes the important role that public libraries play in their communities and acknowledges that community service is best delivered in a stable and transparent financial environment.

Whereas a dedicated budget line for public libraries was removed in the 2011/2012 BC budget; and

Whereas since the 2011/2012 BC budget, funding for public libraries has been allocated from the Transfer to Other Partnersbudget; therefore, be it

Resolved that the BC Government:

  1. Provide provincial funding for public libraries that is adequate, predictable, and sustainable; and
  2. Discontinue funding for public libraries via the Transfer to Other Partnersbudget; and
  3. Restore a dedicated budget line (sub-vote) for public libraries.
